The article analyzes the current state of the national dairy market and, using specific examples, demonstrates the movement of the Russian milk market towards the monopoly of processing enterprises of transnational companies. Risks caused by monopolization on the development of the dairy industry are given. The cluster organization of regional enterprises of the industry is proposed as a development strategy tool for successful competition in the market with enterprises of monopolistic companies.
